The 2026 Port State Control Concentrated Inspection Campaign (CIC) will focus on cargo securing and run from September 1 to November 30 under the Paris and Tokyo MoUs, with most other PSC regimes expected to participate. Inspections will examine whether vessels have an approved Cargo Securing Manual (CSM), appropriate cargo plans, verified container weights and procedures for heavy weather. PSC officers will also assess crew familiarity with the CSM, correct stowage and lashing practices, stack limits and the condition and availability of securing equipment. Shipowners and operators are being encouraged to review their CSMs, inspect and replace defective securing equipment, and ensure crews are properly trained ahead of the campaign. DNV will also incorporate the CIC questionnaire into its PSC Planner to assist vessels with inspection preparation.
