Canada, the United States, and Finland have renewed plans to jointly advance icebreaker construction, signing a new statement of intent in Washington to cooperate on workforce development, research, and industrial production for future polar vessels. The agreement revives the earlier ICE Pact that had stalled under President Trump, signalling continued strategic coordination between Ottawa and Washington despite frozen trade talks. The three countries will convene industry partners on Nov. 20 to outline next steps. The collaboration comes as Finland deepens its role in North American icebreaker programs, including a US$6.1-billion deal to build and support the construction of 11 US Coast Guard vessels, while Canadian builders such as Seaspan and Davie are progressing on Canada’s new heavy icebreakers.
