Assistant Manager, SeaBus Operations

Responsibilities

PRIMARY PURPOSE
Supports the Manager by overseeing the day-to-day operation of SeaBus Operations, ensures delivery of effective, safe, reliable and efficient ferry services to customers on the SeaBus and in passenger terminals. Implements safe work practices and maintains close liaison with SeaBus Engineering staff to ensure minimum disruption of service.

Supports the Operations Manager in ensuring compliance with all regulatory requirements as per the Canada Shipping Act, Port Metro Vancouver Harbour Master and Lloyd’s Register. Monitors ongoing projects in Burrard Inlet, harbour conditions including traffic hampered vessels, weather, etc., on an ongoing basis. Regulates ferry traffic accordingly where immediate action is required. Recommends actions to deal with anticipated continuation of problems.

Responsible for the implementation and maintenance of the Safety Management System (SMS). This position fills the role of the Designated Person(s) Ashore (DPA). The Designated Person Ashore is the key link in the safety chain between employees and management for vessel operations and environmental protection. The DPA has direct access to top management and has the responsibility and authority for monitoring safety and pollution prevention of all facilities and vessels operated by SeaBus. It is the duty of the DPA to ensure that adequate resources and support are readily available to accomplish these objectives.

Responsible for maintaining and updating wheelhouse documentation and manuals including Marine Technical Review Board decisions, Ship Safety Bulletins, Safety alerts, Operations Bulletins, Emergency Procedures, Policy and Procedure Manuals, Monthly Notice to Mariners, Chart updates, Tide tables, radio aids for navigation , International code of signals and sailing directions.
Plans and schedules work, ensures all shifts are adequately staffed, and that Transport Canada’s Minimum Safe Manning regulations of all vessels are complied with. Processes a variety of operations reports and requests. Completes Annual Vacation sign-ups, schedules vacations, lay days, days off and ensures unplanned absences are covered, for unionized operations staff seven days a week. Approves and signs time sheets and approves pay.

Assists in developing the department’s budget, manages approved budget and expenditures and reports variances on a monthly basis.
Supports the Manager, ensuring all policy decisions are in compliance with corporate and collective agreements. Ensures all administrative tasks and programs are managed effectively, meeting the reporting deadlines and maintaining the necessary documentation.

Responds to customer complaints and commendations, investigates issues and follows up with employee. Maintains good public relations by responding to enquiries and issues in writing or by phone.
Manages unionized staff, including selection, development, coaching, managing performance, assigning/reviewing work and all other people management practices, including participation in first stage grievances. Develops a pro-active, positive labour relations environment and a safe workplace through having a strong presence on the vessels and terminals.

Qualifications

EDUCATION AND EXPERIENCE
The competencies for this position would be acquired through completion of a Master’s or Mate’s Certificate or a diploma in related field, plus courses in Supervisory Skills, Labour Relations and Business Administration.
Plus six (6) years recent experience in progressively responsible positions in marine operations. involving the supervision of marine/public transportation systems with a large unionized workforce.

OTHER REQUIREMENTS

  • Solid understanding of the marine regulatory environment with knowledge of the concepts, principles, practices and techniques of operations as it pertains to a marine environment.
  • Solid knowledge of relevant standards, legislation, acts and regulatory requirements particularly of the Canada Shipping Act and good understanding of the requirements and practices of classifications societies.
  • Excellent written and oral communication skills.
  • Solid teamwork and interpersonal skills, including negotiations and conflict resolution skills.
  • Solid analytical and problem-solving skills.
  • Solid leadership, development and team building skills to provide direction and manage reporting staff.
  • Solid computer skills in MS Office suite and use of web-based systems.
  • Effective change management skills.
  • Solid decision-making skills to respond, assess and react to a variety of operational and emergency situations.
  • Management experience in a unionized setting with exposure to labour relations.

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. Work Schedule
37.5 hours per week.

Work Designation
Resident – This position works predominately on-site.

Rate of Pay
Salary starting from: $92,072 per annum.
