Manager, SeaBus Operations

PRIMARY PURPOSE

  • Manages the operational delivery of SeaBus transit services to customers in the Lower Mainland by providing effective, safe and reliable services that consistently meet customer expectations and operating schedules.
  • Manages all SeaBus operations providing safe and reliable passenger ferry service. Ensures that service and schedules are maintained, modifies schedules to accommodate special circumstances or unusual
    conditions, establishes service priorities and manages services including work assignments, overtime, guarantees, cancellations, equipment availability, etc.
  • Develops and maintains cooperative relations with federal and provincial government agencies ensuring that all requirements of the Port Metro Vancouver Harbour Master, Transport Canada and Lloyd’s Registry are met. Investigates accidents, in close cooperation with government agencies where circumstances warrant, and takes steps to prevent reoccurrences.
  • Develops a pro-active, positive labor relations environment and a safe and harassment free workplace.
  • Adjudicates second stage grievances, participates in arbitrations, assists with collective bargaining as a member of the management team and participates in negotiations. Conducts research of bargaining issues. Ensures consistency of management decisions by discussing issues with other Managers, Operations and ensures adherence to corporate policy and collective agreements.
  • Develops, recommends and implements changes and improvements in operational and administrative policies, plans, goals, objectives that contribute to overall effectiveness. Makes recommendations on service plans, long-range plans and strategies and provides input on scheduling and related matters.
  • Develops programs to improve cost effectiveness and efficiency of services, processes and materials.
  • Assists in the development and delivery of operational metrics and key performance indicators required to measure business performance and recommends go-forward strategy to address performance gaps.
  • Prepares, forecasts and monitors the budget. Serves as a member of various committees. Works in conjunction with infrastructure Management as a SeaBus Operations Liaison and/or Project Sponsor on
    the implementation of Capital Projects.
  • Manages staff, including selection, development, coaching, managing performance, assigning/reviewing work and all other people management practices. Manages relationships with Unions Internal Stakeholders (Operations, Fleet Technical Support, etc) Regulatory Bodies and External Vendors to proactively resolve issues.

Education & Experience:

The competencies for this position would be acquired through completion of a Master’s Degree or Mate’s Certificate or Degree in related field, plus courses in Supervisory Skills, Labor Relations and Business Administration.

Plus, seven (7) years previous experience in progressively responsible positions in marine operations, involving the supervision of a large group of unionized employees and the application of collective agreements, work rules, policies and procedures.

Other Requirements

  • Solid understanding of the marine regulatory environment with solid knowledge of the concepts, principles, practices and techniques of operations as it pertains to a marine environment.
  • Solid knowledge of relevant standards, legislation, acts and regulatory requirements particularly of the Canada Shipping Act and good understanding of the requirements and practices of classifications
    societies.
  • Excellent written and oral communication skills.
  • Advanced teamwork and interpersonal skills, including negotiations and conflict resolution skills.
  • Solid computer skills in MS Office suite and use of web-based systems.
  • Advanced analytical, problem solving and decision-making skills to identify and mitigate risks pertaining to areas of accountability.
  • Advanced leadership, development and team building skills to oversee a large group of exempt and union staff.
  • Previous experience in responding to and managing emergency situations in an operations environment.
  • Demonstrated general/change management leadership skills are required

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. Work Schedule: 37.5 hours per week.

Work Designation: Resident. This position works predominately on-site
