The International Maritime Organization (IMO) is set to finalize key greenhouse gas (GHG) reduction measures at its Marine Environment Protection Committee (MEPC 83) meeting in London from April 7–11, 2025. Building on recent preparatory talks, the IMO will advance its Net-Zero Framework, which includes amendments to MARPOL Annex VI with a technical component to cut fuel GHG intensity and an economic element introducing emissions pricing. These measures aim to support the IMO’s goal of net-zero shipping emissions by around 2050, with interim 2030 targets. The committee will also tackle methane and nitrous oxide emissions tracking and begin establishing rules for onboard carbon capture. Final adoption of the amendments is expected by October 2025, with entry into force in 2027.
