The Chamber provided a detailed response to the Vancouver Fraser Port Authority’s survey on anchorage assignment procedures, highlighting the complexities of maritime supply chains and the unique requirements of different trades. We explained the various factors influencing vessel anchorage durations, such as cargo availability, operational practices, weather sensitivity, and contractual obligations. Our response aimed to enhance the Port’s understanding of the interconnected nature of supply chain links, including the impacts of rail logistics, terminal capacities, and commodity-specific practices.

We proposed demand-based anchorage allocation, extended visibility into vessel arrivals, and tailored solutions to manage anchorage capacity during peak demand. We also recommended a year-long study of key performance indicators to analyze trends and reasons for extended stays, providing the Port with a data-driven and logic-based approach to future anchorage management. This collaborative effort underscores our commitment to promoting operational efficiency, minimizing environmental impact, and fostering transparency for the benefit of all supply chain stakeholders.

The VFPA is now providing metrics on anchorage usage along with a daily report on the expected arrivals and anchorage requests. Better utilization of the anchorages in the Port of Vancouver jurisdiction has resulted in lower utilization of anchorages in the Southern Gulf Islands.
