US Representative Dusty Johnson has introduced the Federal Maritime Commission Reauthorization Act of 2025 to strengthen the FMC’s authority and ensure America’s ocean shipping system remains efficient and competitive. The bill aims to bolster oversight of foreign-controlled shipping exchanges, particularly in China, by mandating FMC investigations into anticompetitive practices and expanding the definition of “controlled carrier” to include state-run entities from non-market economies. It also updates the Shipping Act to reflect modern trade realities, eliminates redundant reporting requirements for carriers, reauthorizes the FMC through 2029, and reinforces its independence and stakeholder engagement.
