The Panamanian Ship Registry, the world’s second-largest flag, will no longer register tankers or bulk carriers over 15 years old in its strongest move yet against the shadow fleet. The registry said the policy prioritizes quality over quantity, ensuring compliance with strict international regulations. Panama has faced criticism for hosting many dark fleet tankers and has already deregistered numerous vessels. Concerns over the shadow fleet’s safety are mounting, with more than 1,000 ships under sanctions globally, most lacking confirmed insurance and averaging 21 years in age, well above the global average, raising the risk of environmental disasters.
