Oscar is the Director of Business Development, as well as Director of Security and Marine at Valles Steamship (Canada) Ltd. There he is responsible for Fleet HR development and identifying

training needs, Labour negotiations with the ITF and other vessel flag states unions, for the Crew Collective Bargaining Agreement, as well as providing technical support for the fleet Navigational, and GMDSS radio and Satellite communication equipment. He is also the designated Company Security officer under the ISPS code. He came to Vancouver in 1995, relocating with Valles from Hong Kong, and has been an active member of the local marine community ever since.

Oscar began his sea career with the Shipping Corporation of India (SCI) in 1973, and worked his way up, even getting his Masters and Command in 1982. Thereafter, he hung up his sea legs and came ashore in SCI, as a Mooring Master, Berthing Large Oil tankers to the Offshore terminals (SPMs) as well as undertaking large oil tankers Ship to Ship Mooring operations. Oscar joined Valles Steamship Company Ltd of Hong Kong in 1986, and then sailed on board their various oil tankers as a Master until 1992. Oscar then joined Valles as a Superintendent of the shore management team, responsible for the HSE and HR.

Oscar sits on numerous boards, including as Chairman of the International Ship-Owners Alliance of Canada Inc.-ISAC – (2005 – present); Chairman of the INTERTANKO- North American Panel (NAP) (2014 – present); Director of the Board of Valles Steamship (Canada) Ltd.(2002 – present); and also holds an executive role as Treasurer on the Board of the Chamber of Shipping of BC (March 2019 – present). He has been a Director of the Board of the Chamber of Shipping since 2018. He served as Director of the Board of the Mission to Seafarers of Vancouver, until May 2019. Additionally, Oscar sits on the Program Advisory Committee of British Columbia Institute of Technology (2013 – Present).

Oscar is an alumnus of the Ship Management executive program at the Indian Institute of Management (IIM) in Ahmedabad, India.
