From 1 January 2026, Rotterdam and Antwerp-Bruges will require all bunker vessels to be equipped with certified Mass Flow Meters (MFMs), hold valid bunkering licences, and follow strict procedural compliance measures overseen by independent surveyors. The rules, applying to both fossil fuels and biofuels, aim to standardize fuel measurement, enhance transparency, and align with global best practices like those in Singapore. MFMs must be certified, registered with the Harbour Master, and operational before the deadline, while bunker suppliers face audits and inspections to ensure safety, environmental, and operational compliance.
