The Maritime and Port Authority of Singapore has implemented a “Just-in-Time” (JIT) scheme to optimize berth allocation at its terminals, aiming to reduce CO2 emissions and operational costs. Since October 1, 2023, the scheme has notified vessels 72 hours in advance about their berth allocation, requiring them to adjust arrival times accordingly. The system communicates any berthing time changes and provides anchorage space in case of non-vessel-related delays. Vessels that overstay without valid reasons may be directed to leave. For tankers with multiple stops in Singapore, JIT applies to the first berth, with anchorage options for subsequent delays. The scheme requires vessels to seek anchorage permissions in specific areas to avoid legal issues.
